No brass buckles like this are hand forged, they are all cast. Hand forged usually applies to iron, one cannot heat brass, copper, or bronze and bend or forge it, it will break. They have been casting brass buckles since the bronze age. (thousands of years)
 

Horse Harness Buckle, didn't change much from the late 19th C to mid 20th C.
 

Using brass buckles & iron or steel pins was common.
Thanks Crusader. I seem to recall that it would cause a galvanic reaction and one metal would corrode. On the other hand I certainly could have been dreaming in that science class. LOL
