Is it IB or LB on the buckle?

1st item looks like a bic lighter safety device ;D Could it be a trigger device of sorts :dontknow:

The initials are I.B. The other thing with the odd end opened would be about a 1 1/2 long.

I have seen IB on a buckle before - dont remember when
I = J most times on colonial mark
friend had a ring with an "I" stamp turned out to be John
closest thing I can find
