buckle and chain

Does anyone recognize the type of buckle or can anyone date it? Also, is the chain wrought iron?

19th/20th c. harness buckle.

On wrought chain, it has to be clean enough so you can see the forge welds. They'll be irregular diagonal hairlines. Modern welds are a ring, but they were removed on older/better chain.
