I used one of those in th late 60's early 70's

That one may be as early as the 1950's. The riveted bar is older. Later ones just had bent metal "ears" to hold the neckerchief.

Those are the ones I remember with the ears.

Here's a BSA and Wolf Scout neckerchief with the bendable tabs, and a bonus Roy Rodgers. I beleave the one that you found is older or from a Jamboree.
