Except for the fuller beard, my first thought was it looked like Vladimir Lenin. Probably because of the chin/mouth area. Garfield is quite possible and probable though. Hope you can nail down exactly what and who it is. Cool find.

Agree. Campaign pinback. Could be Garfield. I'm thinking Hayes - 1876.

Has the mouth been carved modified or is it broken so it looks like his mouth is open?

I think it looks like something fit into it, or it went around something else
or maybe its missing
