Interesting. I would never have guessed it to be duffle bag related. I did a little research and discovered that sea bags were sometimes referred to as "Drag Bags." I saw a reference that said the so called locks also served a dual purpose as a handle to drag the bag. The handle was threaded through the grommet eyes and then locked. I couldn't find a picture of a real sea bag showing the lock/handle, but I did find this figurine that illustrates the general idea of a drag bag.

drag bag handle ( lockible type) to prevent sticky fingers from getting into your gear and stealing stuff ( lower ranked seaman often had to share quarters aboard ship * - while you were on your duty shift if your bag was "open" someone might pinch some of your pipe tobacco or other belongings) ) because as a 27 year merchant seaman from a sea going family that did so for about 300 years , I know this -

you had to tote everything you owned in a sea bag or a sea chest -- if you didn't bring it with you -you had to buy it at the "slop chest" on ship or overseas at a hefty mark up often times --so you had to tote all of it with you (my kit of stuff that i carried for a 4 month trip normally weighted in at about 70 lbs of gear) - i used a old army duffle bag w shoulder strap (for clothes and non breakibles ) & a large lockible suitcase (for items that might get damaged easily)

I realize this is solved, but I didn't think anyone would mind my sharing this final picture of what 'might be' one of those locking handles secured to the sea bag on the far right. It might be a piece of rope, but I don't think so because it appears to be made of metal when I zoom in on it. In any event, pictures of sea bags are hard to come by, with this one taking me about an hour to find.

great photo bob -- ropes were often used but if one wanted to secure ones goods as well as having a handle to lug it by , one used something like this.

I'm calling it quits with these last two pictures ... but thought I would share them because it is the only locking duffle bag handle I've found that had a makers mark and date on it, which reads ...

C. C. Walker ~ 1939

Based on my research, the name "Foxlok" might be foreign, possibly British or German. :dontknow:
