Found in park woods by old homesite 1850-1970. Western PA.
 

Looks like some sort of plunger. On 1 end it looks like there is a finger pad connected to a stem. On the other end there are graduated rings along the side to secure it in place and at the end there is a circle in the center that opens when the finger pad is pressed down. Might be used for fluid control.

It could a primer pump for an old soldering iron gas tank(?) Can't remember the correct name. Sorry. Just a guess, thanks for posting great find.

is there actually a hole in the bottom for the air? I cant tell. it also looks like a hammer dye or punch for something as well. especially with the nail like top that looks like it should be hit by a hammer, it looks like it comes apart right above the brass piece?
