Best steel for digging tool?

I would lean towards a good grade Stainless for toughness and resistance to corrosion.

A Carbon steel,so it can be heated over and over to be shaped and then quenched to temper it and to take an edge.

Never mind, I got some stainless, going to get it field tested next week.

Some of the best sheath knives I've ever handled were made from large bast@rd or mill files. Using carbon steel metal like this makes it easy to shape and sharpen the knife blank. Then, use and enjoy the tool and don't worry about it discoloring and rusting. Digging in the dirt will keep any rust from forming and any discoloration is no big deal.
