It does look like your Zuni Doll and I was thinking Indian. It does not have 2 toes? Kind of creepy no? Probably worth a fortune

It's a good luck piece. Except for the rabbit, a rabbits foot was supposed to bring good luck. I've seen them on key rings, ect. sold at tourist traps back in the 40's. The beading
was to make the gullible tourists think it was some sort of Native American. The single rabbits foot might have been a knock off of the Zuni doll, I don't know about that, but I vaguely
remember beading a rabbits foot as a boy scout. The last one I saw was awhile back, and it was beads around a couple of bones with just a little bit of hide and fur left. Haven't seen
a fresh one in years.

My Mom made different type of bead art but yeah some type of tourist doll.IMO still cool Americana art though.

what makes you think its a rabbits claw?
Looks more like a bird / raptor claw
also, I interpret it as a bird / owl nesting?
What is the material or function of the pale material sticking out of the top like a pumpkin stem?
Looks a bit modern looking at the colors and clean beads
