✅ SOLVED Anyone know what this is! Found on old homestead

Found this yesterday on a homesite that has produced early Indian head penny's (fatties) it has stamped on it never rust, I'm thinking it has something to do with horse tack! The center section is missing a section of it.

You are correct.
It's part/1 side of a Liverpool "driving bit".

They are still made much the same today.
