Looks like a copy of instructions given to a postal worker in the Town of Newport, state of Rhode Island--back in the day of Benjamin Franklin, the first Postmaster General.

I think my mailman better review those instructions, he's always putting someone else's mail in my mailbox and mine in others mail boxes.
