I've seen some pretty ugly coin growths, but your's wins hands down.

IMO because of the second photo, there appears to be a quartz pebble. OP correct me if I'm wrong, but if that is the case I would go with an iron replaced or iron leached hardened piece of sandstone conglomerate. I don't see a penny but the natural dips and concave features lead me to believe that it's natural tough piece of sandstone conglomerate.

Edit: After looking at it again, I see the penny, I agree with the folks above melted blob.
