I pulled this out of wet sand today. It reads completely different from a quarter on my detector and pinpointer, yet it's almost indentical in size.

are your other finds in similar concretion? my first thought is electrical box knock-out because of the rust colored staining, and they are almost the identical size of a quarter

Im liking it. This one won't work in a vending machine anymore so scrape it off and have a look! I think knock out slug as well.

I also thought it might be a knockout tab. I just wanted some opinions since I found it at low tide in front of the golf course In front of the Rio Mar shipwreck.

If you were in front of a golf course it could also be a ball marker?

Does it stick to a magnet? Even a little bit. If so then likely junk. If not magnetic I would look into how to dissolve the crust to see what you have.

I could somewhat envision a flat button being encrusted under there, with the loop bent over... maybe?

I froze and thawed it and it came completely apart. Tried the magnet and it stuck hard. Confirmed as junk. Thanks for the comments!
