At the moment I am just watching this item from an estate sale. Frame looks old (however they make these as new also).
The man in uniform I do not who that is. Anyone by chance recognize who that is ? and also does this appear to have some genuine age?

That’s the Duke of Wellington (1st Duke, Arthur Wellesley), as depicted in portraits from around 1813. He became a national hero in Britain after his defeat of Napoleon at the Battle of Waterloo in 1815 and his portrait was widely featured thereafter on tribute memorabilia of all kinds including plaques like yours. They continued to be produced all the way through to late Victorian times, resurging in popularity again after his death in 1852, and I would put yours probably around 1850-1860.
