Any know what this is? military?

I found this small item made of brass the other day. I've just started working an area that had troop movements around it starting in the 1790's. There was also Civil War troops in this area during that time. I was thinking it was a buckle part and put a penny beside it to give it some scale. Also any idea on the arrow shaped Iron object. Thanks in advance.

looks like the brass things with the hearts are from a pair of boots kinda like tappers
my guess is they came from some boots.
