Any Ideas? Tool? Petrified Wood?

I also posted the following in the What Is It forum with only one intelligent response...

I'm posting for a friend of mine who's had this object for the last 30 years or so. He recalls his father finding it in one of the western or south western states. It definitely has a stony field to it, but I was thinking, possibly petrified wood due to, what appears to be, grains. Thoughts?

Sorry looks natural, no signs of being worked in pictures posted, most likely formed by water. Also doesn't look like petrified wood to me but, that is just me.
