I don't know.
It appears to me to be, maybe early 1900's, possibly earlier.

My guess would be some type of pin commemorating 15 years of tree planting?..

the national congress of parents and teachers(PTA)started in late 1800s.The apple tree is the basic logo however there are as many depictions of an apple tree on their lapel pins as there are chapters.Many are 10k and they do issue years of service lapel pins.
My best guess and avenue for research
