Just throwing this out there, but maybe part of an old sundial or sextant or something of that nature?

It's a throw-out bearing and arm for a transmission.
The recessed area on the round part would have housed the carbon material for the contact surface of the pressure plate.
As number 3 & 6 in this picture.
