Any idea's as to what this is?

I'm new to the forum,but have been detecting for about a year and a half. Found this by and old foundation. One side was bent back,had to straighten it and almost broke it. I believe it's made of brass.

Thats an ink pen and a quarter, except I don't know what that is in the middle though. But I would be inclined to think it is what trk5capt said.
