There must be a record somewhere that explains what Accounting No. 246 is/was. I'd check with the naval base there. Perhaps they have a historian and/or archive.

I have found out of place vintage things in ball fields, many have fill dirt dumped there to help make the ball field.

Locker... or instrument / gear box imo.
Agree with gear box, or motor…..something that had moving parts. If you look at the top of the 8 and 0 there appears to be a bit of safety yellow left. That likely means whatever it came off of was yellow, unless they just used that to highlight the numbers. If it is safety yellow I don’t think the tag is that old.

One has to remember that military Ground Support Equipment was painted yellow for a time period.

Seen some WWII GSE up to the Vietnam era that was painted yellow. Don't know when they officially went to the OD scheme.
