The bullet is a blank 223 round for funerals or maneuvers! The second appears to be a washer and the third looks to be a grommet for a tent tie down!! GOOD HUNTING!! VERDE!!
 

A black round for funerals huh? How long have they been in use? This area shouldn't have seen any of that sort of activity in quite some time.
 

That's a 5.56 blank. That round would have been fired in an M16, possibly for a three-volley salute at a military or police funural. The earliest would have been around the mid to late 60's when that round was introduced. Although up to this day many honor guards still prefer the M1 or M14 (different caliber) for aesthetic reasons.

Also, maybe it wasn't for a funeral at all...possibly some kind of a bicentennial or other type of national holiday or celebration that took place in that park that maybe involved the local national guard, etc?

blanks like that in the UK are used as 'real life' practice. ie when on exercise
 

I found a bunch of blanks just like that one at a site in the woods. They were coming up at a 35 signal on my m-6.

We call the third item, a tarpaulin ring.
