any idea on this button and buckle

If the back of the button is iron (rusted), then it is probably a blazer or sport coat button. If it is brass, please tell us what the backmark on the button says.

The other piece is some sort of a late-date suspender clip I'd imagine. I have found a few, and suspect they are from the early 20th c., but I am not completely certain of their function and time frame.

Some of that lettering and numbering on your buckle is Pat. Apr. 01, '87 = Patented April 1st, 1887. Patents were only good for 15 years before having to be renewed. The patent date was usually dropped by then if the item was still in production, so it is safe to say your buckle is from 1887-1900 time frame.
