Bought this as a curiosity, stamped Japan, my guess would be maybe some sort of fish cleaning tool? TIA for any help

I wonder if it is a harvesting tool for pineapple or something.....clip the thing off then stick it with the pointers. to move it.....but a fish tool sounds as good as any.
