I think this type is melted coin silver as China has in the past tons of silver coinage from all the centuries in world trade. Much of those coins were melted to supply real silver jewelry at cheap Chinese price. The stones look genuine. What it is I can't say. Maybe some type of hair clip. Can only guess value at around $15 to $20 maybe $25. Could be as old as late 1930s.

It is def not the cheap Chinese jewelry knock offs that we think if today.
 

It's a dress or fur clip with possibly lapis (blue) and possibly coral (pink).
