AN OLD LETTER !

Hi to Everyone,
i had found an old letter while was digging a hole for the water... suddenly noticed the letter which wasnt normal, i mean not simple paper, it was different material like something skinny..
and the other thing is that language, which is written in it, is clear jewish, like on the image you can see... but one thing what made me curious, is what could be written? what means?

anybody can try to help me?

@algeus, for sure Libyan Jewish was in Libya time ago, but the point is curious, what they left in the old documents? thats the question!...

No questions here. It's not a letter,but part of BaMidbar book.Probably part of Torah scroll.
