Not sure of its meaning, but I would bet that it had a ribbon attached to the top of it.

The war era of the uniform does look like WWI. My guess is some kind of badge given to WWI veterans. It does look old, awesome find. Even today there are many, many awards/pins/badges made for different occasions.
