Yes the plastic is threaded and is shaped like a nut to put a wrench on it to take it off.The housing where it looks “plastic” is threaded into the housing, it’s a removable, replaceable filter element, in case of fuel turning in to milk, and contaminating the entire fuel system. You, and I may be seeing two totally different things, but based on my experience as an ASE certified diesel mechanic, I’ve replaced my fair share of those on old 12V Cummins, old gas engines, dating from the 20’s till the advent of the new style separator
