Maybe someone tossed it there or it fell from the sky.

The keys are for size and the center has a plastic clear lens .
 

The housing where it looks “plastic” is threaded into the housing, it’s a removable, replaceable filter element, in case of fuel turning in to milk, and contaminating the entire fuel system. You, and I may be seeing two totally different things, but based on my experience as an ASE certified diesel mechanic, I’ve replaced my fair share of those on old 12V Cummins, old gas engines, dating from the 20’s till the advent of the new style separator
Yes the plastic is threaded and is shaped like a nut to put a wrench on it to take it off.

I think you've been on this forum long enough to recognize that's how it works. People respond with what they THINK based on experience or research. We compile the pieces of information to narrow down the possibilities. MANY of the ID's are made by committee.

Sometimes explaining something is easier than pics. If you explain the process of how an item works people tend to believe a lot more of what you’re ID’ing.
