To me it looks like an internal machine used to support old time big machines..
As in new ear, there are other supporting machines like screws and nuts perhaps it was something like this to be used for the same purpose.

jd45 nailed it. It's a broken reel with the seat, arbor and one side plate. Green check due a few posts before this one.
