It's not the top of a lantern, that particular lantern has a D- ring on the top, but it does look like part of a bicycle bell.

I notice it has an indentation on the side and a small hole next to the one in the middle. Both the indentation and the small hole were covered by the metal plate that is corroding away. Why would these holes have been made only to be covered? Also, I wonder about the function of the small clamp on top. Just thinking out loud.
