We had a thing that looked just like what you have in your hand in the bottom, two pics in the floor drain of my Grandmothers house. So I guess you could call it a strainer.

The top picture looks like part of a farm gate or door hinge. Mine that I still use look like that only they have a third hole near the narrow end. Maybe it was a hinge on a decorative piece?
