✅ SOLVED 2016 harpers ferry quarter defaced?

I have a harpers ferry quarter that I thought was foreign change. The face is really messed up. Did it come from the mint this way? I've seen that many of these have issues. Additionally on the fort side it looks like the date is 2916 at a glance. Thanks!
