Thick end looks as if a long handle would be placed in the circular enclosure, appear to me anyway, I may be wrong. The hook attached appears to be solidly affixed to circular opening.

Second item looks to be off of a single tree. first item was probably some sort of adjustment where the star wheel was turned on the threaded rod to possibly tighten a belt idler or something of that type.

Firemanphob I think you are correct, did not think the single tree had an end that fit around the circumference of the wood, but saw some very closely on the web, thanks. 1637 still researching your idea.

The tie down idea is right on the first item. You should be able to verify that the "J" bolt is threaded into the star handle to give a method to tighten it down. Used several different ways. Clamping a spare tire down in a car trunk. A similar one was used on some trucks to hold the spare up under the truck bed.
