1998 Quarter , Shadow Date or Over Print?

I agree that better pics may help! From what little I can tell, there is extra thickness on "IN GOD WE TRUST" with possibly some Split Serifs. If that is the case, then you likely have a Doubled Die Variety. Can't see anything as far as extra numbers and may only be from damage to the coin or damage to the Die (excessive grinding and polishing by Mint workers).
 

The number 8 you believe you see is pareidola. It isn't even the correct size. I believe it's just a stain. I'm not seeing any doubling on this coin either.

If you continue to have an interest in errors, I suggest you pick up a few guidebooks. Any Cherrypickers guide will do to start. It would also be helpful to learn as much as possible about the manufacturing of coins. From planchettes to dies, knowing how something is made is very useful in identifying possible errors.

It appears that enamel is correct that there is no doubling but a close-up pic of "IN GOD WE TRUST" would help to make sure.
