Hi chainchomp i stopped in my local coffee shop i was given this bill for change of a 20.00 i found it right away looks like it was just made not a mark on it UNC for sure :thumbsup: . Jim
 

Appears to be an over-inking or ink smear error and looks to be genuine from the photo. Great find, it must have sat around somewhere for the last 20 years for whatever reason.
