This error is called a "Misaligned Overprint" or "Shift". It was caused during the overprinting operation. While minor shifts are easily found in circulation, major displacements are more rare and thus more valuable to collectors. A shifted overprint can fetch $50 to $100 over face value, depending on grade; even higher values can be obtained if the bill were a 'star' note.
