I'm not seeing this as something from equipment of the steam age. It could be from a variety machinery. Maybe part from a servo valve, hydro static transmission or hydraulic controls of a piece of modern logging equipment. It could be a part from some kind of pneumatic tool such as a rock drill or small impeller pump ??. It may have even come off of some electro mechanical traffic control switching mechanism from the rail line that serviced the logging operation. If it had a part number on it you can very often Google those and be lead to the very item and what manufacture made it. Until a mechanic who has just about worked on ever kind of machinery comes along and knows exactly what that thing if for, its going to be a tough one to solve IMO. Try to Google the very exact measurements and see what comes up.
