13-Star Painted Pewter Flag

I dug this yesterday at a house Trulia says was built in 1900, however, there's a sign on the side of the house that says 1795 (?) -- so there may have been an older structure there. I have recently found a nice solid silver pocket watch cover with an engine turned design stamped "CF" and a "3" under it with a serial number near the bottom.

Yesterday I was a bit surprised by this find. Some of the paint is still vibrant and the pewter is starting to disintegrate a bit.

It has the 13-star 3-2-3-2-3 pattern on it and looks like it was painted all white then the red stripes were applied and blue field. It measures about 1" x 2" and is quite heavy. There may have been a pole attached as there is a fresh break there (probably when dug) -- I looked for add'l fragments but came up short.

I cannot find anything like this on the Internet so was hoping someone here might be able to get a handle on origin and age. Thanks!

Unlikely that young due to the state of the pewter. But I'm willing to be convinced otherwise. I can't find anything like it on the Internet.

Thanks Tedyoh! I think you are on to something here in that it's a bridle rosette! I can see two silvery areas on the back where something may have been mounted by being soldered on. It's about the right size for a rosette and metal seems to be a similar composition to other rosettes I have found. Very close to marking this one solved! My guess is this item is from ca 1900 which is the time frame of the current house there. I have found two horse tack buckles not far from where I found this item.

I appreciate your help and input.
