Found this right where I found my Tombac flat button (according to commenters here). I believe it's made of brass (did not stick to my neodymium magnet)

I found this along a stream right off of the Susquehanna River in Northeast Pennsylvania. Seems like silver and looks like it had a piece in the center before. It looks like a shoe buckle to me? Any have any input or guesses on age?
