Hi Nathan W,
Could this be an Antique Belt Clip?
Maybe , I’m leaning more away from a car part . Further cleaning it revealed what looks like a goat or cow on the back side of it. And the clip definely fastened or snapped to something

I’m guessing the bur allowed it to be mounted to a piece of leather. Not sure as to what purpose

A cursory glance reminds me of an older vehicle dash pad clip.
Found at 1901 site. Could it be a gun holster clip ? It seems to beefy for a wallet. It’s heavy, brass I think

intried straightening it to what I think it suppose to look like , didn’t know if this would help nail down what it really is.

It appears that the shape you found it was how it was originally shaped.

The lock tab doesn't work now that it's flattened.
