Not that many! The FBI admitted it's existence in the first part of 2002. Actually, it is not "in place of" carnivore, but "in addition to". They are both part of the FBI's "Cyberknight Program"
Carnivore was the old Omnivore, then subsequently changed it's name to DCS1000. The FBI stopped using Carnivore (officially) in 2005.
