That's a mighty fine looking button! Has all the "flavor" of a Diplomatic Services button, but I am not familiar with any nestled in an oval like that one. Hope you can get an ID on it!

Eagle looks to be holding lightning bolts maybe? Could be from a communications/telegraph company. Maybe more modern for a radio operator. Just some guesses based on previous military insignia's I'm familiar with.
