I have seen this before yet i can't put my finger on it. I'm thinking bicycle part also but it might be a spindle bearing of some kind.

The slot looks like it was designed for a shear pin.

It looks to me like a spindle cap...for something. Note the "keyway" on the inner-left side of the
item in your last pic. That is a place to wedge a small "key" or steel wedge into so that
it stays tight to the shaft.

As to what it fits? Could have belonged be a vintage outboard, but I see no threads
on the inner part of the item (like would be on a prop nut, etc.)

Interesting goodie, all the same!
