Looks like part of a old zebco fishing reel. :icon_scratch: Mabe fling kites with it.

I think Timekiller nailed it. Thats why it is so familar.
I think it is from the bottom of a plastic reel the part that holds it on the line.

Gonna look for the "X" Stamp now...

Thats exactly what is,and Zebco's are notorious for breaking right there!!!
