Russia was so short of arms that they used over 1.2 million black powder arms. They were carried mainly by reserve and second line troops but some saw battle. In 1914 and 1915 Russia received from France 450,000 Gras rifles and 105,000 Kropatchek rifles,Italy supplied 400,00 Vetterli-Vitali rifles.Russia also used 362,000 Berdan 2 rifles that had been held in reserve.
Serbia issued Berdan 2 rifles to their reserve.
Colonial troops of England,France, and Germany in the mid east and Africa used black powder rifles.
Some black powder arms were even issued in WW2 in Germany and Finland. Most countries did not dispose of their black powder reserve arms till after WW2.
