Does anyone reconize the double headed bird button I found today?

I have aready had Canadian, US but wasn't expecting this one?

I first thought it may be WWI Russian Empire. Prussian buttons only have a single headed eagle. Then I found that the British Kings Dragoon Guards (KDG) used the Austrian Habsburg double-headed eagle as the regimental cap badge pre-WWI and again from 1938.
