WW2 Dog Tags??

These appear to be dog tags with the numbers 690 on each tag and what looks to be oriental characters below. The wooden tag looks similar to WW2 Japanese shirt tags I have seen. These were found with Japanese military items from WW2. Any help would be appreciated. The two similar tags appear to be brass or copper and rather thin.

I have a set of Japanese WWII Dog tags and they are oval. No "English" numbers on them either.

Were there POW dog tags? I have no clue but that was my first thought when I saw the combination of English numbers and oriental characters.
