Nothing live about it, it is just the bullet and part of the case neck from a cartridge. The only "live" part from a cartridge is missing, that would be the primer and powder that would be in the rest of the case. It does look like a military bullet, accurate measurements will tell the caliber.

Nothing to be afeared of. If the Diameter under that sheared off part of the case neck is .308 or close it,s probably a U.S. 30 cal. or 30-06 Springfield.Looks like it could be a tracer bullet,due to the cavity in the base,but I,m not seeing a red or orange tip.Nice old bullet any how.
 

It could be a tracer round. But as Cutler said it's not a complete bullet. Just don't throw it in a fire and you'll be fine. Fun story: when we were kids me and my brother would find fired 50 cal bullets on the beach near my grandmas house in Charlotte, for some reason we decided to throw some into a fire, one was a tracer that hadn't "traced" but cooked off and scared the crap out of everyone.
