I do believe it does read "WW & Co." instead of "8" I've modified my initial post to reflect this. Thanks. ;)

Hi-try Google, ww&co, at the bottom of the first page is a listing on spanish ebay which indicates this may be a keyhole cover for a large padlock. However when clicked, doesn't show up as a listing on ebay.es. HH- Alex

As aboss and trk5capt have said, it's a padlock "drop" (keyhole cover). The initials stand for William Wilcox & Co. of Middletown, Connecticut. The company was known by that name from 1854 until 1874, and as the William Wilcox Mfg. Co. from 1875 until 1910.
