Here's a side view image, showing wire from hinge going inside. Appears maybe a spring under the cap too.

6 inches diameter is a large horn but I still think its a horn.

wow exact match! thanks guys! Can't believe I didn't think car horn...but I'd diggin 1942 shell casings all afternoon on the old military base...my mind jumped to ordinance .
