The motto "Pro Regina Et Patria" is Latin, meaning "For Queen And Country." The masculine version in Latin would say Rege, meaning King. So, your Canada-dug buckle's wreath must have been made during the reign of a queen... which, due to the time-period of your 2-piece buckle's form would most probably be Queen Victoria, not an earlier or later queen.

"For Queen And Country" indicates military usage... but I did find at least one Governmental use of it:

Matt thanks I did come across that the IODE group, their only adornments are a badge, and sometimes bars, no buckles.
